This man is Charles Thomson. He was the man who stood to the right of John Hancock in the painting of the Declaration of Independence. His name was also printed below John Hancock´s in the signing of the Declaration
The Seal was created about six years after the signing of the Declaration as a way to verify documents and a way to confirm that documents could be trusted.
Take money for example. It has the modern version of the seal as well as the pyramid which both symbolize authenticity.
